We proposed a new city hall that is safe and friendly to people and the environment.
Around the cylinder-shaped structure and environmental circle that has a stable shape
The gentle slope that continues from the ground and the open corrider are continuous, leading people into the city hall.
All slopes are set to meet barrier-free standards,
At the same time, each part can be accessed by elevator, making the building an open and human-friendly government building.
The slope becomes a spiral that guides the citizens from the ground to the upper layers, and  time becomes a resting porch.
The cylinder inside the slope acts as a buffer to absorb and mitigate harsh external environmental changes.


The floor on the first floor is a dirt floor, which can be used as a space for various uses such as events and lifelong learning,
It is flexible even in the event of a disaster.
So that the entire building functions as an evacuation site in cases of disaster such as an earthquake, tsunami and so on.
We planned to arrange rooms on each floor for easy first aid,
such as installing seismic isolation devices and using the slope to evacuate.
